This means that they should connect from one paragraph to another without breaking up the flow of what you are trying to say. Students often make the mistake of starting a paragraph and just stopping it. Instead, make sure that you build the paragraph and then conclude it. This makes for a smoother transition between the paragraphs and ensures that the essay flows well.
